UpSide413, formerly known as the Berkshire County Regional Housing Authority (BCRHA) is a regional housing authority organized in 1980 pursuant to MGL, Chapter 121, Section 3A. UpSide413 acts as a local housing authority for those 23 towns in the county that do not have a local housing authority. As a regional agency, UpSide413 is also mandated to provide housing programming, and related services and technical assistance to all communities in the county. Since the late 1980’s, UpSide413 has developed programming and services that are not typically administered by housing authorities. UpSide413 has moved away from the traditional activities of solely developing and managing housing. Specifically, in 1988 in an effort to provide greater assistance to Berkshire County residents, UpSide413 expanded the scope of its mission to include the development, administration, and implementation of the following: Comprehensive housing counseling programming, legal and educational counseling services, loss mitigation (anti-foreclosure) counseling, community and court-connected dispute resolution programs (i.e., mediation, conciliation, negotiation programs), homelessness prevention (Tenancy Preservation Program) services; and anti-poverty programming. UpSide413 is a court certified mediation program, a HUD approved “Counseling Agency” a Community Dispute Resolution Center, a member of the Western Massachusetts Foreclosure Prevention Center, Berkshire County’s primary provider of housing stability and homelessness prevention and resolution services, and Berkshire County’s designated Consumer Services Program. In 2001, in collaboration with Hearthway Inc, UpSide413 established the Berkshire based Housing and Consumer Education Center (HCEC), which currently serves as an umbrella program for all of the agency’s programming and services.

  • Communicates with TPP Director through regular supervision to ensure task completion and sharing of information.
  • Provides assessment, referral and case management to clients to resolve issues of problem tenancy.
  • Provide regular consultation, training and assistance to local service providers around issues affecting the tenancy and the requirement of the house court agreements. Troubleshoot and facilitate resolution with service providers of any issues or conflicts to ensure implementation of service plan.
  • Serves as neutral liaison to all parties. Provides for ongoing documentation of service plans, contacts, progress towards pragmatic goal achievement, and outcomes.
  • Serves as a consultant to the Western Massachusetts Housing Court. The TPP Service Coordinator must have comfort with court environment, and delivering oral presentations.
  • Facilitates engagement in ongoing community services for TPP participants that will enable them to successfully negotiate community tenancy.
  • Develops plans for more appropriate housing when present difficulties cannot be resolved (i.e., eviction cannot be prevented).
  • Demonstrates the ability to work with people and families who represent a diverse cross section of Berkshire County's disadvantaged population including people of all ages, people with complex disabilities, people from differing ethnic, racial, and linguistic communities in a culturally and linguistically responsive manner.
  • Maintain paper and electronic files on all active referrals consistent with agency and program policies and consistent with all state and federal regulations.
  • Maintain valid driver’s license and a reliable vehicle to utilize during working hours. Transport clients as necessary.
  • Perform regular outreach and home visits to tenants.
  • Perform other similar or related duties as responsibilities necessitate or as assigned by supervisor.

QUALIFICATIONS REQUIRED:

  • Well-developed clinical, assessment, crisis intervention, case management, client advocacy and organizational skills.

· Demonstrated ability to work effectively with poor and treatment resistant or treatment unresponsive adults and families in a respectful manner that fosters engagement, hope, and tenancy retention.

  • Minimally 3 years experience working with homeless or formerly homeless individuals.
  • Minimally 3 years experience working with adults and families with serious psychiatric, cognitive, and behavioral disabilities.
  • Excellent writing and oral communications skills.
  • MA driver's license and use of a personal vehicle for work related tasks and travel.

REQUIREDKNOWLEDGE, SKILLS, AND ABILITIES:

· Ability to work collaboratively as a member of multidisciplinary and cross-functional teams.

· Ability to negotiate and resolve differences in a creative and flexible manner with TPP participants, housing court personnel, housing management staff and landlords, social service and treatment agencies, etc.

· Ability to function under pressure in a fast paced and challenging human service environment.

· Ability to be flexible, open and responsive to ongoing feedback and complex economic, structural/systemic, and social issues.

· Ability to articulate and communicate the TPP mission in a consistent and enthusiastic manner to all participants.
