Essentially, you’ll lead a team in contract/program cost and schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems. The scope of the programs will have a contract value typically at $20-50M per year, with total program value of $50-300M. You’ll lead the development of the program cost and schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the experience; or Master's degree plus a minimum of 6 years relevant experience<br />Advanced user in EVMS and scheduling tools and principles<br />This position is responsible for utilizing required experiences with an integrated performance management, schedule management, or subject matter expert focus<br />Leads a team in contract/program cost and schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems<br />The analyst will lead the development of the program cost and schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the contract/program Estimate at Complete and schedule completion date, and reviewing results with and making recommendations to program teams<br />Recognized as a subject matter expert in the guidance and mentoring of program teams and Program Performance Management (PPM) staff in program management tools and processes<br />Leads a team in the development of the time-phased budget integrated with the IMS to meet all contract and program objectives<br />Manages and analyzes full program performance data, prepare historical and predictive measures, and drives program teams to make proactive decisions<br />Leads a team of analysts or manage mid-size project(s)<br />Integrates material cost and schedules data into program data<br />Advanced analysis in the contract/program Estimate At Complete (EAC), Management Reserve, risk and opportunity management<br />Prepares and presents accurate and timely program review documents to senior leadership<br />Partners with other functions in the integration of contract/program risk/opportunity, Management Reserve, and Estimated at Complete for business financial commitment analysis and reporting<br />Updates program time-phased budget and schedule and required documents associated with internal and contract changes<br />Reconciles program data with latest contract modifications<br />Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation<br />Defines requirements to solve common business problems<br />Fosters an environment of trust and teamwork: build collaborative relationships, internally and externally<br />Interfaces with multiple IPT leads, Control Account Managers (CAMs) and PMs across multiple geographic locations<br />Demonstrates EVMS compliance through exceptional experience with internal and DCMA audits<br />Communicates professionally and effectively with team members and customers<br />Supports other programs with expertise during critical time frames<br />Works on multiple projects simultaneously in a fast-paced environment<br />Responsible for coordination and accuracy of timely program deliverables<br />Acts as change agent, challenge the status quo<br />Leads the development of the detailed IMP and IMS to meet all contract and program objectives and supports the integration of cost and schedule data<br />Ensures advanced schedule techniques (health and quality checks, resource loading, critical path analysis, and risk analysis) are applied effectively to drive proactive decisions<br />Experience in coordination of program requirements across planning stages and distinct product lines<br />Ensures major projects and program schedules are horizontally and vertically integrated and resolves network logic conflicts<br />Creates and analyzes program milestone charts<br />Creates and manages WBS, IMP, and IMS for proposals<br />Mentors and trains employees in planning and scheduling best practices<br />Leads efforts to automate processes to solve common business problems<br />Leads the design of tests to evaluate new EVMS and schedule tools, analyze test results, and makes recommendations to support operational improvement<br />Leads the incorporation of new EVMS and schedule tools<br />Leads tool re-design to improve performance<br />What sets you />Experience in coordination of program requirements across planning stages with several subcontractors across distinct product lines<br />Domain knowledge in program and/or product life cycle, material management, financial processes, and contracting structure<br />Strong experience in defense or federal contracting<br />Strong experience working with program teams across geographically dispersed and frequently virtual teams<br />Interfaces with internal leadership to include Program Management and Business Unit leaders, Finance, Contracts, Engineering, Supply Chain Management, and
