POSITION SUMMARY

The Town Clerk of Clarksburg serves as the official record keeper of the Town and is responsible for maintaining all vital, public, and official records. The Clerk administers elections, licenses and permits, supports Town Meetings and boards, and ensures compliance with Massachusetts General Laws and local bylaws. The position requires a high degree of accuracy, confidentiality, professionalism, and public service in a small-town municipal environment. Ability to work and meet required deadlines. Errors could result in confusion and delay services, have legal implications for t e town and/or individual citizens, and result in poor public relations.  Has access not only to department related confidential information, but also to highly confidential information such as pending litigations; births, marriages and adoption records, restricted from public access by state law.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Elections and Voter Registration

  • Serves as Chief Election Official for the Town of Clarksburg
  • Administers all local, state, and federal elections in accordance with M.G.L. c. 51–54. This year 2026 there are three elections
  • Maintains voter registration records and election databases
  • Oversees early voting, absentee voting, and vote-by-mail procedures
  • Trains, schedules, and supervises election workers and polling place staff
  • Certifies election results and maintains official election documentation

Annual Census

Print and mail census form to every household in the town.

Town Meeting and Governance Support

  • Prepares, posts, and maintains legal notices, warrants, and meeting postings
  • Records, certifies, and preserves official actions and votes of Annual and Special Town Meetings
  • Maintains official records of Town boards, committees, and commissions
  • Administers oaths of office and maintains bonds and appointments

 

Records Management

  • Serves as custodian of all municipal records
  • Maintains and preserves vital records pursuant to M.G.L. c. 46
  • Records bylaws, contracts, and official documents
  • Oversees records retention in compliance with state archival requirements

 

Licensing and Permits

  • Issues dog licenses, business certificates, raffle and bazaar permits, and other licenses as authorized
  • Maintains accurate licensing records and submits required reports

Public Records and Legal Compliance

  • Responds to Public Records Requests under M.G.L. c. 66
  • Ensures compliance with Open Meeting Law posting requirements
  • Advises Town officials on statutory deadlines

Administrative and Financial Duties

  • Manages daily office operations
  • Collects fees and prepares turnover

*Prepares a FY budget for the Town Clerk’s office

  • Prepares annual reports and filings
  • Clerical, record-keeping and administrative support
  • Processing new property deeds from the Hampden Registry of Deeds
  • Assisting the Tax Collector in handling Motor Vehicle and Real Estate Tax Abatements
  • Maintaining accounts payable and payroll for the Assessing Department
  • Filing state exemptions for seniors, veterans and blind residents
  • Preparing agendas and documents for monthly meetings with the board
  • Processing land lien and Chapterland requests
  • Providing services needed by town residents, state agencies and other Town Hall departments as fit

 

WORK SCHEDULE

  • Required to work 32 per week 9 (M-F 8:30- 4:30) 16 hours per week as the Town Clerk/ 16 hours per week as Assessors Clerk
  • Additional hours required during elections and Town Meetings

RECOMMENDED MINIMUM QUALIFICATIONS

Education and Experience

High school diploma, including or supplemented by courses in training in secretarial and administrative skills; associate’s degree in business administration or government preferred; three years’ experience in a responsible clerical or administrative position, municipal experience preferred; or any equivalent combination of education and experience.

Knowledge, Ability and Skills

Working knowledge of state statutes and town bylaws relating to the duties and responsibilities of Town Clerks; knowledge of election and voter registration laws and procedures; general knowledge of the operations and procedures of municipal government.

Ability to keep accurate and detailed records; ability to meet required deadlines.  Strong communication skills; skill in office procedures and the use of office equipment.
