Utilizing your seasoned team building skills, the Senior Advanced Program Performance Management Specialist will utilize required experiences with an integrated performance management, schedule management, or subject matter expert focus. Essentially, you’ll lead a team in contract/program cost and schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems. The scope of the programs will have a contract value typically at $20-50M per year, with total program value of $50-300M. You’ll lead the development of the program cost and schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the contract/program estimate at completion, and the review of results and recommendations to program teams.

A Bachelor’s degree or equivalent plus a minimum of 8 years relevant experience; or Master's degree plus a minimum of 6 years relevant experience
Advanced user in EVMS and scheduling tools and principles
This position is responsible for utilizing required experiences with an integrated performance management, schedule management, or subject matter expert focus
Leads a team in contract/program cost and schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems
The analyst will lead the development of the program cost and schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the contract/program Estimate at Complete and schedule completion date, and reviewing results with and making recommendations to program teams
Recognized as a subject matter expert in the guidance and mentoring of program teams and Program Performance Management (PPM) staff in program management tools and processes
Leads a team in the development of the time-phased budget integrated with the IMS to meet all contract and program objectives
Manages and analyzes full program performance data, prepare historical and predictive measures, and drives program teams to make proactive decisions
Leads a team of analysts or manage mid-size project(s)
Integrates material cost and schedules data into program data
Advanced analysis in the contract/program Estimate At Complete (EAC), Management Reserve, risk and opportunity management
Prepares and presents accurate and timely program review documents to senior leadership
Partners with other functions in the integration of contract/program risk/opportunity, Management Reserve, and Estimated at Complete for business financial commitment analysis and reporting
Updates program time-phased budget and schedule and required documents associated with internal and contract changes
Reconciles program data with latest contract modifications
Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation
Defines requirements to solve common business problems
Fosters an environment of trust and teamwork: build collaborative relationships, internally and externally
Interfaces with multiple IPT leads, Control Account Managers (CAMs) and PMs across multiple geographic locations
Demonstrates EVMS compliance through exceptional experience with internal and DCMA audits

Works on multiple projects simultaneously in a fast-paced environment
Responsible for coordination and accuracy of timely program deliverables

Leads the development of the detailed IMP and IMS to meet all contract and program objectives and supports the integration of cost and schedule data
Ensures advanced schedule techniques (health and quality checks, resource loading, critical path analysis, and risk analysis) are applied effectively to drive proactive decisions
Experience in coordination of program requirements across planning stages and distinct product lines
Ensures major projects and program schedules are horizontally and vertically integrated and resolves network logic conflicts
Creates and analyzes program milestone charts
Creates and manages WBS, IMP, and IMS for proposals
Mentors and trains employees in planning and scheduling best practices
Leads efforts to automate processes to solve common business problems
Leads the design of tests to evaluate new EVMS and schedule tools, analyze test results, and makes recommendations to support operational improvement
Leads the incorporation of new EVMS and schedule tools
Leads tool re-design to improve performance

Domain knowledge in program and/or product life cycle, material management, financial processes, and contracting structure
Strong experience in defense or federal contracting
Strong experience working with program teams across geographically dispersed and frequently virtual teams
Interfaces with internal leadership to include Program Management and Business Unit leaders, Finance, Contracts, Engineering, Supply Chain Management, and Manufacturing
